html - Anchor tag not working in IE -

I have a simple anchor tag in my page that works with IE, Chrome, Safari and Firefox besides IE11 Are there.

Based on the various comments I have tried to do everything from the performance: block; To specify the text within the anchor tag

Here's my code:

 you  & lt; A name = "top" & gt; & Lt should be used; / A & gt;  As an anchor, then link it to:  & lt; A href = "#top" & gt; Go to the top & lt; / A & gt; . 
 
 Note that you must first set the  name  attribute of the anchor tag, not the  id  as you do in your example on the devil.
