Overlap table cells in HTML with margins -

I am trying to email an HTML which the code has overlapped. There is no problem with doing this with Divs, but it needs to do with the tables and I have not played with the tables in years!

I have a green shield To be displaced from the top and overflow in the lower part of the row, the blue line will have a background image and the green color will be the color of a solid background. I have tried nesting in a new table inside the line and tried to make the line longer than the background image, but I want to know if there is any other solution.
